As per promise some calculations are attempted below in respect of employees & officers covered under various categories. Calculations are based on the assumption that any advance increment would not be available at the time of pay fixation,.In other words the minimum benefits have been calculted. The calculations are for pay only. Employees will also get other benefits which would be dealt with in susequent posts. ReplyDeleteI AM IN 5000-8000 SCALE AND MY PAY ON 1.1.06 WAS 5600 AND I AM NOW GETTING 5900 BASIC PAY AND MY DATE OF INCREMENT IS JANUARY. PLEASE TELL ME MY NEW BASIC PAY AS ON TODAY. THE PAY COMMISSION HAS MERGED THREE SCALES 5000, 5500 AND 6500. PLEASE TELL WHAT WILL BE BENEFIT TO 5000-8000 SCALE PERSON.

ReplyDeleteMy basic pay was 19500 in S-26 scale (16400-450-20000) as on 01-01-2006. I got increment on 01-01-07 and my pay was 20000. There was no increment in February 2007, as the scale got saturated. I got promotion to scale S-29 in August 2007 and pay was fixed at 20900.
Now my doubt is after fixing the pay as per SPC in PB-3 corresponding to scale S-26 and old basic as 19550 on 01-01-2006, (new pay 34020 + 8400 = 42420 in January 2006 and one increment each in July 2006 and July 2007) how the pay will be fixed in August 2007 due to promotion to S-29, which is next pay band PB-4?
a) If the fixation is just add one increment in old scale to my July 2007 pay and fix in next scale S-29 , it will be at lowest of new scale. (43280 + 9000 = 52280)
b)Alternatively, if the fixation is as per S-29 and based on my pay as 20900 , the fixation will be higher as the PB4 stars with a jump. (46620 + 9000 = 56620)

ReplyDeleteMy interest was also not fixation of pay for a specific case. I gave the numbers for better understanding.
The doubt was - with a promotion to pay band 4 from pay band 3 during the period 01-01-2006 to say 31-03-2008,
b) whether the pay will be fixed two times - corresponding to 5th pay before and after promotion.
a) Or fix only once with 5th pay before promotion and fixation after promotion is like normal promotion - add one notional increment and fix it in next pay band and next grade pay. It will be most likely the minimum of pay band 4, as PB4 starts with high pay.
In the pay commission report, pay fixation is mentioned for promotion in same pay band as "add one increment and fix in the same pay band, with new grade pay".
Promotion to next grade pay was not clear from commission report.
To avoid confusion, i have taken specific numbers like basic pay 20000 and 20900 before and after promotion from grade S-26 to S-29 say in July 2007 and August 2007.
Anyway, i appreciate your step wise procedure and articles, and i fully agree with you that visitors should not distrueb with specific requests of their pay fixation..

ReplyDeleteI am CHS Chief Medical Officer(NFSG) , in Central Government, Drawing basic pay 16700 in the pay scale14300-400-18300. We have 25% NPA Considered as part of basic pay for DA and DP calculation.How will this benefit accomodated in new pay fixation? Our DP and DA used to be higher than other non medical officers with same basic pay.during fixation if our pay is fixed at par with other officers not drawing NPA , we are bound to loose the advantage during fixation. Has aany formula been worked out to compensate for this? Please reply

ReplyDeleteThe minimum pay is 7000 where as RS 5750 has been shown in the model calculation for S1pay scale. This needs to be revised. Taking minimun pay scale RS7000 the model calcualations is to be shown.

This is regarding Proposed Pension to Central Government Pensioners with effect from
1-1-2006
.
According to the following calculations made, a retired Central Government Group A Officer will get an increase of only 19.06% as on 1-1-2006, and 9.15% as on 1-1-2008 in his Pension!
.
A Group A Officer [Retired on 31-5-2004] was drawing a Basic Pay of Rs.11,950+DEARNESS PAY 50% +DEARNESS ALLOWANCE 11 % in the Scale of Rs 10,000-325-15,200 with effect from 1-4-2004.Based on the Average Emoluments ,his Pension was fixed as Rs 8,768 +DA 11% of Rs 8,768/-from 1-6-2004.After commutation of 40% of Pension viz,Rs 8,768/-[Rs.3,507/-] his residuary Pension was Rs 5,261/-+DA 11% of Rs 8,768 wef 1-6-2004...What he got on 1-1-2006 was Rs 7,365 /[Pension Rs 5261+DA Rs2104 [24% of Rs. 8,768]
According to the Central Pay Commission’s Recommendations, ,his basic Pension viz,Rs 8768/- has to be raised to 40% wef 1-1-2006.That will be Rs 12,275/-.For this, there will be no DA [from 1-1-2006 to 30-6-2006] according to the Pay Commission.The actual increase he will get on 1-1-2006 is Rs 1,403/-[12,275-3,507=8,768-7,365].This increase is only 19.06% of Rs 7,365/-from 1-1-2006 and not 40% as widely publicized!
According to the Recommendations of the Central Pay Commission, the percentage of DA wef 1-1-2008 is 12%.This Retired Officer will get a Pension of Rs 8,768/-[ 12,275-3,507]+ Rs 1,473 [12% DA of Rs 12,275].The total amount he will get as on 1-1-2008 will be Rs 10,241/-At Present, he is getting Rs 9,382/-[Pension Rs 5,261/-+DA Rs 4,121[47% of Rs 8,768,the Original Pension]
The increase he will get from 1-1-2008 is Rs 859/- [Rs10,241-Rs9,382] which is only 9.15%. It is not known as to how the much publicized 40% increase has been worked out by the Central Pay Commission as well as the Central Government while the actual increase is only 19.06% as on 1-1-2006 and 9.15% as on 1-1-2008!
Will the Central Government look into the Reality?

ReplyDeleteThere are a group of employees, who are leaving the service without getting an increment evenafter working for 11 to 17 months (Those, whose date of increment falls between march & june and retired between 2-01-06 and 30-06-06. Will the Govt. think of taking the last pay drawn in the revised pay band and grade pay for calculation of pension for those who are retiring between jan and sep 2006, so that they can opt of pay fixation from the date of their next increment? This will remove the heart-burning in the minds of this group, when compared to those who are retiring after 30-09-2006.
