Sixth CPC Report:(xv) Recommendations Central Paramilitary Forces

The  recommendations concerning Central Paramilitary Forces (CPMFs) are covered under Ministry of Home Affairs  in Chapter 7.19 of the Sixth CPC report .The CPMFs comprise of the following 7 outfits.


Assam Rifles which originated as Cachar Levy in 1835 is presently having more than 63000 personnel (46 Battalion) .The force working under operational Control of Army guards Indo Myanamar border .


The Border Security Force (157 battalions) has been deployed on international borders since 1965 and also in anti insurgency operations.


The Central Industrial Security Force (CISF)  created in 1969 has more than 1 Lakh personnel deployed for guarding Airports (54), PSU Establishments (269) and several Govt. Buildings (49) including North Block , Part of South Block and CGO complex. It also provides technical consultancy for security and related matters.


Central Reserve Police Force (CRPF) (201 Battalions) having replaced Crown Representative Police of pre independence era is the oldest CPMF. The personnel from this force are engaged in major anti insurgency/ terrorism / militancy related operations in the country.


Indo Tibetan Border Police (ITBP) assists in Disaster Management related work in Central & Western Himalayan Regions and also in providing security cover for Kailash Mansarovar Yatra.


National Security Guard (NSG)  tackles high risk security operations.The personnel are drawn from Army (as Special Action Group) and CPMFs (as Special Rangers Group). The NSG commandos provide security cover for VIPs and take charge of security on special occasions.  


Sashastra Sena Bal which started as Special Services Bureau (SSB) in 1963 is deployed along Indo Nepal & Bhutan border covering stretch of more than 1900 kms in 20 Districts.


The major demand from CPMFs for being given status of organized Group A Services has not been agreed to on the ground that these services do not fulfill the pre requisites for such declaration as fixed by MHA. In support of it’s recommendations  the Commission has pointed out that substantial number of posts in these forces including those in pay scale of 18400-22400 are filled up by drawing officers on deputation from IPS and also pointed out that many intermediate grades do not exist in the hierarchy of these organizations. The Sixth CPC has also reiterated it’s philosophy of avoiding creation of too many services.


Commission has also not agreed to creation of certain additional posts demanded by CPMFs for creating promotional avenues on the ground that there should also be functional justification for posts . It has  felt that the provision of ACPs and the system of Running Pay Bands would minimize the grievances of such nature.


On the positive side the Commission has recommended the merger of the post of Addl DIG with that of DIG (16400-200000) . It has recommend that all posts upto the rank of DIG and 50% posts in the grade of IG and equivalent should be filled by promotion from officers of CPMF.


The following pay structure has been recommended for non gazetted executive cadres of CPMFs.



Commission has also noted that except for CISF all CPMFs are not filling up posts of ASI in the executive cadre .This step being contrary to order Dt.10/10/97 is affecting the structural parity within the forces . It has suggested that all CPMFs should continue the post of ASI since this is a functional necessity.


Other recommendations made by the Commission  include payment of ration money at par with Armed Forces to existing beneficiaries and doubling of the rates for Detachment Allowance (without linkage to DA) . Rates of Kit Maintenance Allowance are proposed to be doubled with increase of 25% after every hike up to 50% in DA. The rates of Uniform Grant are recommended as Rs.13000/-(initial) and Rs.6000/- (renewal-every 3 yrs).


For taking care of housing needs, facility of Compensation in lieu of Quarters (CILQ) has been recommended for all personnel in SO grade also. Commission has also recommended a new Family Accommodation Allowance at the lowest rate of HRA payable to all CPMF personnel who do not qualify for benefit HRA or CILQ or rent free accommodation for reason of their stay in barracks. This will also be a DA linked Allowance.


Commission has rejected the demand of one month’s extra pay for CPMFs having benefit of 60 days earned leave in a year on the ground that the personnel  are already compensated by this 30 days extra leave.


Another major change suggested is for stopping further recruitments to the cadre of followers and absorbing the existing cadres to -1S pay band with the objective of converting them to Gr.C combatant staff  after suitable training. It has been suggested that all non essential jobs handled by followers should be outsourced.


Recommendations also suggest that the practice of attaching Constables (Suraksha Sahayaks) / combatants at the residence of Officers for attending to Telephone calls  or other such personal responsibilities should be stopped. If any cases of violations of these instructions are found, the salary of constables deployed should be recovered from the Officer concerned. The report states that if any posts are required for such personal tasks the appropriate sanction should be taken and the jobs should be outsourced.

  3. hallo friends govt is playing with us pay cpc declared but not published, it,s a trick to give lolypop to para military person, they are not providing a average hike but they can spend 1200 crore for cpc comety( JUSTICE B N KRISHNA) THEY SHOULD TAKE CARE OF OUR REQUIREMENTS AS STATE GOVT EMPLOYE NOT REQUIRE MUCH MONEY AS THEY ARE IN THEIR HOME TOWN, AS ALL PARA MILITARY PERONAL MOVING ALL OVER INDIA BUT GOVT IS PROVIDING ONLY I TIME FAIR FOR FOR FAMILY , AS I KNOW WE MOVES TO OUR HOUSE TWICE A YEARS AS THIS BURDEN COMES ON OUR POCKET , WE HAVE TO MAINTAIN TWO HOUSE ONE IN UNIT WITH FAMILY OR ONE IN OUR NATIVE PALACE ,BUT WHO CARES AS WE ARE DOING 24 HOURS NOT STOP DUTIES BUT A TEACHER OR STATE GOVT EMPLOYE IS NOT DOING THIS EVERY MORNING HE LEAVES HOUSE THEN LUNCH IN HOUSE & THEN NIGHT STAY AT HOME , BUT IN DEFENCE & PARA MILTARY IS IT POSSIBLE , I DON,T THINK THIS CONDITION WILL ATTARCT MORE PEOPLE TO JOIN DEFENCE & PARA MILTARY FORCES, IN MY CASE AFTER 12 YEARS SERVICE I AM NOT ABLE TO RUN MY FAMILY SMOOTHLY IN A RELOTE VILLAGE WHERE WE GETS HRA 500 BUT ACTUAL RENT IS 2000, RATION MONEY WE ARE GETTING 39 BUT IT IS NOT SUFFICIENT FOR VEGETABLE & DAL ONLY , THEN ELECTRICAL BILLS , KIT MAINTANCE WE ARE GETTING 70 BUT ONE TIME HAIRKUT TAKES 35 PLEASE TELL ME THAT WHERE YOU CAN MANAGE IN 70 KIT MAINTANCE AFTER THAT RISK FACTOR IS SAPRATE , I AM VERY SURE I WILL NOT ALLOW MY CHILDREN TO JOIN FORCES BECAUSE I KNOW VERY WELL WE CAN ONLY MANAGE ONLY FOODS , NOTHING ELSE ,NOW 5TH PAY COMMISSION SHOWS MINIMUM BASIC REQUIREMENTS SHULD BE 7700 AFTER 10 YEARS ALL ARE SAME BUT AS PER MY KNOWLEDGE IN RECENT 10 YEARS ALL PRICE ARE HIGHER MORE THEN MULTPLY 4 OR 5, WHAT PAY COMMISSION THINKS DON,T KNOW ACTUALY PROBLEM IS NOT THAT AS LIKE MANY COUNTRY MILLITARY SERVICE SHOULD BE CUMPLSARY FOR ALL THEN ALL WILL LEARN HOW WE LIVES

I entirely agree with what Mr. Kamal has submitted , Serving Nation being in Uniform should be made compulsory then only repeat then only these buffons "politicians" would know how and in what condition there beloved ones survive. Any how this wonderful means of communication is a way to express our concern , hope somebody is assigned as watchdog in positive sense to improve our system in place . Let up hope for the best

    I was drawing basic pay of Rs 7500/- p.m in the old pay scale of
    Rs 6500-200-10500 with date of increment 1.3.2006 [7500 to 7700] and 1.3.2007 [7700 to 7900]. i retired on 31.5.2007. please intimate following-

    1. REVISED BASIC PAY AS ON 1.1.2006

    2. DATE/RATE OF NEXT INCREMENT

    3. ARREARS FROM 1.1.2006 TO 31.5.2007 [17 MONTHS]

    4. BESIC PENSION wef 1.6.2007

Ironically,the military has proposed several times to raise the encampass of pay of Lt.col into pay band-4.They are taking a platform of media on baseless plea that their rank is equivalent to the commandant of CPMF. It seems that both media and military and even commissions are unaware of duties and resposibilties of a commandant of CPMFs. Whereas,it should be very clear that a commandant leads the bn comprising of seven sevice coys and is HOO who witholds financial powers as well, either delegated Or furnished by CCS rules which never be compared any more with the Lt.col of military. Therefore the chiefs of military should not be in enigma and enticing facile remarks upon peoples platform so as it could malaise the emage of military.
    The CRPF is the largest paramilitary force in the world and engaged in fighting cross border and hinterland terrorism in various states. Apart from this we actively participate in democratic electoral fare and upholding law and order by controlling disputes of regionalism,fundamentalism etc.During these circumstances adhocs bn (includes 6 or 7 coys) are created which are usually commanded by 2I/C, ie equivalalent to the rank of Lt.col, and impeccably complete the tasks. Normally,during leave or in absence of commandant regular bn are commanded by 2I/C.Then, how one can compare 2I/C with Lt.col in terms of sensivity of duties and its commandments of unit,whereas Lt.col is merely performing staff duties irrespective of some are in ops area in absense of colonel. Keeping in view, a paramilitary service pay in parallel of MSA should also be come into existence so that pay and other allowances of 2I/C could be analysed distinctly and kept into pay band-4.
    Also, the govt should earnestly think upon economic and social development. Many parts of the country is today witnessing of bands, riots, rampage, voilence, relegious fundamentalism and social disputes etc which directly affecting our sense of humanity,nationalism and relegious sentiments causing disruption and sideline of objectives of development.What CRPF doing today that they are send to perform active duties in that perticular areas and getting success in maintaining and solving the social issues/norms of the country. Thus, the MHA should also take up the case with MOF that if Lt.col is kept in pay band-4 then it should be the 2I/C of CPMFs also. Because, to maintain national integriety and concousness are equally important as national security.

  12. Dear friends of CPMFs , I think all the members of CPMFs are satisfied with the recommendations and acceptances of the same by the Govt. Now it is time for them to sincerely concentrate on their real work. After the Bombay attack it was realised by the people and the Govt. of this country about the importance of Intelligence network of the country. It is unfortunate that in departments like SSB , where the Area wing is doing the job of Intelligence collection , has been totally deprived from the purview of the befits of CPMFs. Inspite of being a member of SSB , the Circle Organisers ( Scale 6500-200 , Gazetted B) is downgraded to the rank of Sub Inspector in the 6th pay commission . Whereas the Inspectors of SSB ( Scale 6500-200 , Grade C Subordinate officer) has been upgraded to the scale of 7500/- with grade pay of 4600 . Where as the Circle Organisers who were GOs in the department were down graded to Grade Pay of Rs4200 which is equal to Sub-Inspectors. In my opinion such type of attitude on the part of the Govt. will not boost the moral of civilian employees to work under the banner of CPMF and in fact demoralise them to refrain from doing anything in the interest of the department etc. .
    Thus I would like to draw the attention of the Home Ministry to kindly look into the matter and give proper status to Circle Organisers of SSB at the earliest please.
    There is another aspect of giving Grade Pay 4200 to Circle Organisers. If it is so , as per the latest ACP scheme , the circle Organisers , who are junior to receive the ACP after the implementation of 6th CPC , they were suppose to receive Grade Pay of Rs4600 being the next higher grade pay . Where as the same Circle Organisers who have completed ACP tenure prior to implementation of 6th CPC , they had received scale of 8000/- at grade pay 5400/-. My submission is as to why , the junior Circle Organisers will accept such a injustice to them when the seniors were allowed higer grade pay doing the same duty. . The new Cicrle Organisers , will reach the Grade pay of Rs 5400 only after completion of 30 years of service , i.e. after receiving 3rd ACXP . So , the question is what is all about . Is the 6th CPC had done its job properly in respect of ACP ?

Dear SSB officers ( who do not have the courage to mention their names while commenting on comments of gobinda nath , please tell me what a single action against extremists or even a small piece of work for the country with huge manpower have been done by uniform personnel of Bn/Coy, except excellent " longor ka roti torna in BOP/COY/Bn mess".
    So, please justify the deployment of SSB personnel in borders .

If civilians of SSB are not doing any worth mentioning for the department, it is better on the part of the govt. to declare them surplus immediately, for which every civilian staff of the department are interested . Let the SSB combatised personnel work more effeciently for the country which is excepted from them by the country instead of simply sitting before interenet to criticize members of the same force ( civilians). In my original comment I have never tried to criticize any combatized member , but it is really unfortunate that , both the SSB officers who commented have directly criticized Circle Organisers of SSB instead of commenting on the main issue. These type of tendency on the part of combatized officers indicated their mentality towards the organization. If they think the combatize members of SSB are doing every thing for the country, I will again request, let the civilians be seperated from SSB immediately and see the consequences.

  16. First of all ,dear civilians who become combatized after wearing three metres of printed cloth . Let me tell u that your response to Mr naths comments smacks of inbuilt communalism which u people are nursing. Dont u feel ashamed to call the office of the Circle Organiser an office when no skilled manpower, no resources , no transport nothing is given to them and at the same time they have to work under hostile conditions . the external and internal condition both are hostile and detrimental.Given the budget that u spend do some self introspection and u will see how much action u do . U dont have any proper system in place and u blame the others . May be we are not good enough to be cobras but you have made yourself a python (sluggish, fat busy maintaining itself).For a moment I accept that civilians are not good for anything but when they go to other sisiter agencies there performance matches with the best at times they set new standards . I think rotten minds and parochial thoughts and vested interests of the majority is coming in the way . You people ,why dont you vehemently advocate to your bosses that these civilians should be left . Every time the opportunity comes to leave them u people squat and find some lame excuse to stall there movement. Make one concerted effort and help these civilians to move out.

    It is really bad and distasteful and it also shows your myopic vision and lack of OLQ that u donot consider an officer as an officer. Relative growth does not mean that u kick somebody down and say thaT u have grown.
    Next time dont be face less come out with your name . sOME dirty minds should not sully the name of SSB. An officer of SSB cannot do this but some silly men can definitely do it. Try and become an officer and feflect that in your response ,behaviour and concern. Address an issue from the beginning. Is this how u apprecaite a situation. If this is the way god knows what will happen to the men

    I NO 760008139 HC(LIB.ATT) BHOOP SINGH OF BSF HQ WAS GRANTED TWO (2)ACP IN THE NEXT HIGHER PAY SCALE I.E. 4000-100-6000 AND 4500-125-7000 W.E.F. 14/01/2000 BEING A ISOLATED POST AND DRAWING BASIC PAY FOR RS 5250/- W.E.F. 01/01/2006 IN THE PAY SCALE 4500-125-7000/-

    NOW SIXTH PAY COMMISSSION HAS GIVEN THE NEXT HIGHER PAY SCALE TO ALL THE CPMF PERSONNEL FOR NON GAZATTED COMBATISED RANKS .

    KINDLY INFORM TO ME ON THE AFORESAID E-MAIL ID THAT IN 6TH PAY COMMISSSION WHAT SHOULD I GRADE PAY IN MY ABOVE RECEIVING PAY SCALE I.E. 4500-125-7000.

  25. dear glowfriend i think now a day media is the biggest appropriate forum which can highlight the core issues pertaining to anyone and what u say charter of demand is the issues involving paramilitary forces of india who are the unsung heroes defending the great nation with nobody to look after their welfare literally.... one should realise that so many comment with the contents which are undisputable and reflect genuine cause and grievance of CPMFs......

    KINDLY HELP ME FOR MY MONTHLY PENSION. I AM A RETIRED HAV/ORL FROM ASSAM RIFLES FROM 1ST JUNE 1991. NOW MY GRADE PAY IS 2000/- .I THOUGHT THIS GRADE PAY IS EQUIVALENT TO CONSTABLE/RIFLEMEN. MY BASIC QUALIFICATION IS CLASS-I ORL. ACCORDING 6CPC MY GRADE PAY SHOULD BE 2400/-. WHY IS NOT PROVIDE IN THIS GRADE PAY? IT IS NOT CLARIFY IN THE O.O. HOW THE GRADE PAY OF 2400/- FOR HAVILDAR HAS BEEN DECREASED TO THE GRADE PAY OF 2000/-. I WAS SERVING 36YRS 6MONTHS AND 2-DAYS IN THIS FORCE. IN THIS AGE I CANN'T GO ANYWHERE FOR MY JUSTICE.
    PLEASE REPLY ME WHERE I GO FOR MY CLARIFICATION.
