Sixth CPC Report: (iii) Concepts of Pay Band, Grade Pay , Performance Linked Incetives

The Sixth Pay Commission has brought about certain significant changes in the pay fixation methodology. The newly introduced concepts are (i) Running Pay Bands (ii) Grade Pay (iii) Performance linked incentives.  The concept of running pay bands although familiar to Armed Forces is proposed for the first time in respect of civilian employees. Running Pay bands were earlier recommended for Armed forces by Fourth CPC but were again replaced with regular scales by Fifth CPC. The Commission has attempted simplification of pay structure by reducing the number of pay grades to 20 against the prevailing 39 scales.


These reduced numer of pay scales (now referred as grades) have been clubbed together to form several distinct pay bands named as -1S,PB-1,2,3,4.    Pay band -1S (Rs. 4400/--7400/-) corresponds to Group D scales marked as S-1 to S-3 by the Fifth CPC . The Commission has recommended gradual absorption of such employees in Group C posts and also recommended that no further recruitments be made in this scale of pay. The Scale would thus be phased out with passage of time. It has 3 grade pays in it’s span. 


The next Pay Band PB-1 (Rs.4860/- -20200/-) covers the Group C Scales which were classified  by fifth CPC as S-4 to S-8. PB-1 has 5 distinct pay grades within it. 


 PB-2 (Rs.8700/--34800/-) covers the Gr. B employees ( S-9 to S-15 Scales of Fifth CPC).  It includes 4  pay grades within it.

 PB-3 (15600/--391000/-) is the Pay Band corresponding to Group A services and has  a total span of 32 years. The old scales covered by the Band are S-16 to S-27. It has total of 8 grades embedded in it’s span. 


PB-4 (Rs.39200/--67000/) corresponding to Super time Scale covers S-28 to S-32 Scales of Fifth CPC and has 3 distinct grade pays corresponding to various stages of movement of the employee.

Apex Scale (Rs.80000/-) corresponds to erstwhile scale of S-33 which is the pay Scale designated for officers of the rank of Secretary Govt. of India. The Cabinet Secretary’s Scale (Rs. 90000/-) corresponds to S-34 Scale of Fifth CPC. 


The Commission expects that the concept would lead to elimination of hierarchies and weed out several pay scales which had lost relevance. The concept of a continuous pay band would obviate anomalies which are generated at the various stages of pay fixation . It would also prevent stagnation in those cases where an employee has reached the maximum of his pay scale. It has been pointed out that when the recommendations of the Fifth CPC were implemented several employees reached the maxima of respective pay scales immeadiately. such a situation is required to be averted. In the proposed system any officer reaching maximum of Pay Band would be automatically rolled over to next Pay Band subject to the condition that the original grade pay would not change unless the official is formally promoted to higher Pay Band.   The Commission has tried to maintain the increase in scales to the approximation of 74% which is the % increase of DA which was admissible on 1/1/06 in the pay scales of Fifth CPC. 


Concept of Grade Pay:-In order provide fitment benefits in the new pay scales and also to provide for a hierarchy based structure for the various Pay bands the Commission has introduced the concept of grade pay. The grade pay for various stages have been fixed on basis of the span of original pay scale covered as well as the nature of the Fifth CPC  pay scale of the beneficiary. The grade pay has been fixed in the range of 40% of the maximum of the pre revised scales (of Fifth CPC). It would change in course of time when a promotion takes place within the pay band or to the next pay band. It would also help in earmarking posts against different grades depending on the job requirement. The Grade Pay would also be taken as part of the pay for calculation of allowances including DA. 


Performance linked Incentive Scheme have been conceived for PB-3 which covers the group A Services . The scheme suggests a higher rate of increment (3.5%) for good performers against standard rate of 2.5% per annum. It has been suggested that not more than 20% officers in a cadre should be covered with the higher increment category. The Commission considers this to be an innovative measure for promoting efficiency in Services. 


Other innovations : The Commission has maintained a ratio of 1:12 in the minimum to maximum salary. It has also suggested that henceforth all increments be released on 1st of July.

  8. The pay scale of Rs. 4500-7000 should be merged in PB-2 not in PB-!. the personnel are working in the above pay scale mostly graduate/post graduate with a lot of experience. It shoul be merged in higher pay band an not a lower pay band. There are anomalies in PB-1 & PB-2 and mor discripancy. It is a harrashment or murder of those employee who are working in this pay scale. Whenever the above pay scale has already merged in above pay i.e. 5500-9000 by the all autonomous societies and central govt. office. The review committee may review again in this scale in 6th pay commission.

It will b appreciable if bring to the notice of the pay commission that the diploma scale sergeant rank in air force were degraded to the lower pay band i.e. 4860-20200 whereas the older one starts at 5000 and subsequently the grade pay is also not at par with the civilian counter parts. By this they have brought the status to lower grade because grade decides various factors such as status, railway travel authority, DA, increment, total pay, and all claims thus the very motto of the commission to every one at par of similar scales is totally defeated. Apart from all these any service person cannot take up these issues to public conforming to service rather than bear with it or dream of some miracle would only address these intricacies. Coming to the assured promotions part by this new policy I only understand that virtually the existing time bound is further getting delayed only for PBOR but not for officers, anyway the decision for officers is appreciable but it should have beenfor PBOR even

  28. Very good and clear views. My query is : Is it possible to get the increment in the month of january 2006, since the fixation is on 01.01.06. Or
    in the 5th pay commission my pay was fixed in january 1996. Am I eligible to get the next increment in january 1996 itself or my next increment will be only on january 1997.

  30. Now I am Sr.T.A in C.Ex. & Cus. Deptt. in Surat. My B.P. as on 01.01.2006 was Rs. 4200/- and in Feb. 2006 was 4300/- . Iwas promoted as Sr.T.A. on 05.05.2006. My pay was fixed @ Rs. 5000/- in the scale of Rs. 5000-150-8000. Now I am getting Rs. 5300/- from 01.05.2008. What B.P. as on 01.01.2006 & 05.05.2006 i may be fixed ? How many arrears i will get.

    I am a retired Honourary flying officer from IAF. On Jan,06 my basic waa 8800/- and on 26/01/07 I was promoted to HFO with a basic scale of 10500/- fixed and was retired on 31/01/07.

    kindly let me know how much arrers I would get in terms of salary and pension and what would be arrers interms of Gratuity ,Leave encashment and Comutation and my new pension.

  35. I am working as Production assistant in photo division ministry of information and broadcasting in the pay scale of 4500-7000 .Production assistant is a supervisory post in the photo division. In the 6th cpc report part-II section -3 page no.45 has indicated the head clerk , Assistant , stenographers grade-II and equivalent employee who is carrying the scale of Rs 4500-7000 has upgraded to the pay scale of Rs 6500-10500.so i want know that which scale should i get according to the new pay scale...relpy plz

  44. I am a constable from Madhya Pradesh Police. I joined CBI/AC-III, CGO Complex, Lodhi Road, New Delhi on 14.12.2006 on deputation basis 9 in the pay scale of 4620/-. I had been given my consent for taking Central Government Pay Scale. I recruited on 01.01.2007 for the post of Constable in MP Police where now the present Basic Pay scale of Constable is 3050-75-4590/- as per Central Govt. As per rule one ACP already granted to me after the completion of 12 years of service and my pay has been fixed in the scale of 3500-80-5200.

    After 6th pay commission implementation my pay does not fixed as per Central Govt. Rules. I had been applied for taking Central Govt. Pay Scale but my pay still not fixed. As per discussion with the accountants they informed that my pay will be fixed in the lower scale i.e. 3050-75-4590.

    In the CBI department provision is Central Govt. Pay Scale after ACP 3200-85-4900/- for Constable.
    I am requesting that please clarify that why my pay will be fixed in the scale of 3050-75-4590/- instead of ACP Scale 3200-85-4900/-

    (1) I am recruited in the post of constable in MP Police
    (2) Pay scale of Constable in M.P. 3050-75-4590/- as per Central Govt. rule.
    (3) My increment date is January’ 01 every year.

In the 6th cpc report part-II section -3 page no.45 has indicated the head clerk , Assistant , stenographers grade-II and equivalent employee who is carrying the scale of Rs 4500-7000 has upgraded to the pay scale of Rs 6500-10500. so i want know that which scale should i get according to the new pay scale…relpy plz

  50. dear sir! AS per S-9 to S-13 has been murged & now payscale 6500 S-13 has been extract from these muarged in grade pay 4200 , Now the pay scale S-14 &
    S-15 should be murge in grade pay 5400. 500 diference
    is in S-14 & S-15.

    Another analogy S-14 will upgade after 10 years to S-15
    therefore i reqest to u pl consider my appeal with sympathitical.
